It is highly recommended that images are first optimised for the web before uploading them on to your web page.
A product like Photoshop is ideal for this.
There is no right or wrong answer on how big an image should be or where it should be located on a page. This is purely personal preference. Again recommend that images are created to fixed width and/or height before uploaded.
